The later version of base game, the Sims 3 refresh, is pre-patched to 1.42 and does need an Origin Account as well as a one-time Internet connection to install your game base game. If you check out the last paragraph of my answer again, you will see that I explained this option and this is exactly what I ended up doing myself a few months ago. But the OP needs offline access beginning as soon as tomorrow, and there is no current Steam sale, so this would be more of an idea to consider for the future.@HabsFan1988
Also, if you get Sims 3 on Steam it can be played offline, either in Steam's offline mode, or you can start directly from the ts3w.exe in the game files & bypass the launcher & Steam completely. (Steam Sims is 'capped' at version 1.67)
I know 're-buying' everything on Steam may not be your ideal solution, but it is another option to consider. Steam regularly has the S3 base game & EPs & SPs for 75% off ($5 USD each) during their seasonal 'Steam sales'. Not a totally bad deal to get away from Origin, if igazor's answer doesn't work out for you.

Disconnect from the internet (putting your system in flight mode is said to accomplish the same), Origin will complain it is offline, tell it to go/stay offline, start the game from there.

Load Origin, and at the top menu labeled Origin, there is a menu selection to 'Go Offline'.

Doesn't for me. I followed every step the ea help site said to and the only way I can play off line is to be on line first and then disconnect.

Same here. I attempt to log in with my password, but all it says afterwards is Origin can't connect, and then it will ask me to try again. Even after attempting 20 times it still wouldn't allow me to play.
